Sweden

Two agencies, the Ministry for Foreign Affairs and The Swedish International Development Cooperation Agency, oversee the country’s provision of development assistance. Under its strategy for Asia called “Regional Development Cooperation in Asia and the Pacific,” Sweden’s development aid covers the entire region. It focuses on environmental improvement, reduced impacts of climate change, and disaster risk management, on the one hand, and strengthening of democracy, gender equality, and respect for human rights on the other. Its priority areas are Afghanistan, Bangladesh, Cambodia, and regional programs in South Asia, Southeast Asia, and small islands states in the Pacific.

Sweden has also been involved in ADB’s nonsovereign operations through project cofinancing and engagement with the Trade Finance Program (TFP). From 1 January 2016 to 31 December 2020, private entities domiciled in Sweden had provided cofinancing of $9.3 million for 1 nonsovereign project.

ADB’s TFP had supported 46 Swedish export and import transactions (through Swedish and non-Swedish banks) to developing Asia valued at over $76.6 million as of December 2020. Exports and imports were to 7 countries, but mostly to Bangladesh and Viet Nam. Isolating TFP’s work with Swedish banks, the TFP works with 4 banks domiciled in Sweden and has provided guarantees supporting $75.9 million in trade in over 10 transactions. The TFP has mobilized $49.3 million in cofinancing with banks operating in Sweden. This cofinancing helps leverage ADB resources and brings more support for developing members.
